If you are using new frames no agreed standards the old type frames have a one minute test with mail which can be easily read old frames are not the backless ones as for rates RM 2000 about 25/min and a 56 box letter about 35ish/min someone will post a better one this is off the top of my head!

i'm not sure of the exact impact it should have on royal mail work "standards", but there is a provision in the EU WT Regs about
working at a predetermined workrate

EU work time regulation
Article 13

Pattern of work

Member States shall take the measures necessary to ensure that an employer who intends to organise work according to a certain pattern takes account of the general principle of adapting work to the worker, with a view, in particular, to alleviating monotonous work and work at a predetermined work-rate, depending on the type of activity, and of safety and health requirements, especially as regards breaks during working time.
