CWU-Royal Mail talks: negotiators agreement reached

4th December 2013

Following extensive negotiations between the union and Royal Mail on all issues contained in the current dispute, CWU is pleased to announce the two parties have reached a negotiators' proposed agreement.

0

This proposed agreement covers pay, legal protections for terms and conditions, industrial stability and pensions.

The proposed agreement will now be considered by the union's postal executive over the next few days and will ultimately be subject to a ballot of the union's members.

During the ratification process, the industrial action ballot remains valid.

Details of the proposed agreement will be made available following the conclusion of the meeting of the union's postal executive.

Dingo posted on here that the words of the agreement have been embargoed (not been seen by anyone). The first chance the Postal Executive of our union will have had, to read the actual proposal would be today. Do you really think it would be wise for them to speed-read a massive document in ten minutes and come to a judgement as to whether it should be recommended or rejected ? We are talking about an agreement to shape all of our futures. It is more important to than ever to get the right decision, rather than quick decision. Feck me, after 7 months, even a wait of 7 days would be miniscule. I guess that's why they gave notice of a token 15 minute strike... to keep the ballot live in case the proposal has some hidden nasties that mean we cannot accept it ? :hmmmm

We could play our own slow game and all vote no. By the time it was all sorted out the first two pay rises from a three year pay deal could almost merge together. We could get last years pay rise at the end of February followed by another for 2014, five weeks later at the beginning of April. We could spend six weeks in hotels with full English every day before making our decision.

Then tell us ffs. Don't you think we've waited long enough for information.

Some of us are monthly paid and the cut off date is the 15th so I don't want to have to wait till the end of january for back pay etc just because you want more time to pat each other on the back. Surely you have been keeping the PEC fully informed so why another delay whilst it takes them till the end of the week to read it.

NATIONAL DISPUTE

We are pleased to announce that we have reached a Negotiators’ Agreement with the Royal Mail Group covering all the issues involved in the National Dispute.

The full terms of the Negotiators’ Agreement, including a groundbreaking legal contract between the employer and CWU, will be placed before the Union’s Postal Executive Council for endorsement over the next few days.

We have also reached an agreement with the employer, confirmed by our respective lawyers, that the industrial action ballot will be legally validated with minimal action and remain live throughout the ratification process, including any final membership vote. As part of this agreement the CWU has confirmed there will be no other industrial action over Christmas or whilst the ratification process is taking place. The agreed minimal action involves 15 minutes for CWU Divisional and Area Representatives only. More detail on this will follow in due course.

Until such time as the Postal Executive has had the opportunity to consider the full terms of the agreement there will be no further detail released on the content of the agreement. Please ensure that this LTB is circulated to all workplaces. Any enquiries on the above should be addressed to the DGS (P) Dept.

Yours sincerely

To keep the strike ballot live.
Under Thatcher's reforms, you have to take some form of industrial action within 28 days of the ballot result, unless both sides agree to an extension (which is pretty rare, I must add). But RM and CWU have reached the final deadline permissible by law. If no action of any kind was not taken by 10th December, then a full re-ballot would be required, if we wanted to go on strike.
Doing this 15-minute thing re-sets the clock, so that a new 28-day period starts on 11th December. So, if the agreement is not ratified (i.e. we return a No vote), we would in theory, be able to be out on strike on (or before) 8th January.

Royal Mail must be bricking themselves at the thought of a strike after Christmas :left:

Your on a wind up surely. The CWU have not got a veto on the change which Royal Mail want to introduce and the role of the trade union is to try and minimise job reductions and where jobs do go to avoid compulsory redundancies. Tell me that thousands of jobs have gone through automation , mail centre closures , revisions, this has occurred during a time when Royal Mail have lost revenue due to DSA etc.

The CWU have also over the last decade significantly improved basic pay. Some will say it is never enough but lets be clear up to the 1996 employee agenda the majority of delivery postmen and women were on £10 000 for working a 6 day week. We have significantly more on basic pay and now all have at least a 5 day week or better.

When I came in the job we were on 43 hours , now we are working 39 hours with no lost of pay.

In terms of D2D lets be clear, Royal Mail see advertising mail as a gold mine for the future and they were never going to leave it as it was in 2009 as it was not growing the produce and quality was poor. The CWU achieved a payment for working the same hours as you currently do for delivering the rest of the work.

People in deliveries are working harder then they were. Too hard in some offices. This needs to be addressed but anyone who thinks that Royal Mail are going to say we will allow offices to revert to job and knock and we do not want people to work the hours they are paid is living in dreamland.

What the delivery agreement will do is have a joint audit and visits and surveys of offices to find out exactly what problems there are. This includes why some offices are not having the same problems as others and why some agreements are being adhered to in some areas and some are not.

It so easy to talk about sell outs but your idea that a union can stop everything is clearly not correct. Look how strong the miners were but could they prevent automation and eventually efficiency targets which led to the pit closures.

The CWU have lots of faults but no one is trying to sell anyone out if that was the case they would have done the first deal and accepted a lot worse then they have now got.
