That's not really true.
If you are resourced to 100,000 items and only 50,000 come through the door you'll be absorbing no matter how you do the job.
Doing the job properly will reduce the scope for lapsing outside of the recognised framework but it won't stop it in circumstances where there is genuine scope.

I don't know,I'm not in your office but if you're absorbing when you genuinely don't have the scope to do it somebody needs a slap(not literally),It might be the rep or the members or both and it's almost certainly the manager but a slap is due somewhere.
