Double yellows

I just wanted some advice i seem to remember some info i read that we are allowed to park on double yellow lines, but if a warden tells you to move then do not get into an argument and move your vehicle. [think it was in a drivers hand book or something]
that was how i understood it, however we have just had a union meeting in which i was told "we used to be exempt, but not any more" and " we were never supposed to" i held my belief that we can park on them, however it was a bit hard to do that when you have 30 people telling you that your wrong, so who is right? how long are you able to park on double yellows? is it in writing anywhere? i really don't want to have to write to the courier !

Page 87 Drivers Manual:

Removal of a vehicle
A Police officer or traffic warden may require a driver to move
a vehicle that is:
• Broken down or parked illegally.
• Likely to cause danger.
• Causing unnecessary obstruction or contravening waiting
or loading/unloading restrictions.

Page 90 Drivers Manual:

Waiting restrictions
These are single or double yellow lines. Royal Mail vehicles can stop
and park for the purposes of delivering or collecting mail, including
the clearance of post boxes, provided they are not causing an
obstruction to other traffic.

There should be a copy of this manual in every vehicle every driver should also have been issued with one

I've always viewed it that if i'm collecting from a post box/office or firm, or delivering a parcel to a house or firm then i park on them. I wouldn't park on them and go off delivering for a hour or so.

How can a driver move a vehicle that's broken down?

I had my driving assessment in February this year and the 'instructor' was very clear and concise on this issue.

He said we can legally park on double yellows for up to 20 minutes to deliver mail, not go to a supermarket or the bookies!

However, we cannot park where you see 'No Loading at anytime' signs on the pavement .... Two yellow lines across the kerb stones.
