why?
why would royal mail push out the endless junk mail about not striking? why would they offer 300 quid not to strike? and then suddenly they are prepared to agree something. stinks to me. watch this space.

Why?
My guess is that both parties have backed themselves into a corner. They both need a face-saving way out. They are probably both relieved because they are both aware that neither of them will come out of this a clear winner.
RM are being held by the proverbial just before Xmas especially following a successful flotation with share price doing well - why jeopardice all that (and give succour to the competitors) by allowing a damaging strike when they could give a little more and hide behind ambiguities and clauses.
The Union is also not in the strongest of position, they have been outplayed for most part: Privatisation has gone through, members/workers have even been given golden handcuffs and most are chuffed by it. Some members are clearly not behind the Union whilst the waverers were increasing all the time... Why go into a gun battle half-cocked (is that the saying?)?
Another point: the £300 bribe had also become a star in this show.
On the one hand it was a master stroke (a little late but) by RM - it garnered a few more No votes and was going to get some waverers and undecided. On the other hand, however, it was going to be a legal minefield or something hard to implement given that we are not all on a 9-5, M-F jobbie type and other legal/employment issues.
All in all - it a cooling off period and both sides are a bit tired of the shadow-boxing - so the compromise fudge. I think?
