Security when collecting from Post Office Counters

Does anyone know what documents are available in regard to collecting from a PO counter?
Having issues with a corner shop/counter at the moment.
We're having to go behind the shop counter and into the post office and it's not right.
There can be cash and all-sorts behind there and it's only a matter of time before something goes missing and a postie is accused.
The shop owner is being difficult and doesn't want to bring the mail around the counter to us and I need some paperwork to back me up.
Any help appreciated!

I can tell you the breach is theirs, not yours.
They are required to keep the office secure, and should pass the mail through the sliding window/hatch thingy.

I'd report it to the manager, and they should deal with it. It's a genuine concern, a security issue.
If nothing happens, report it to the IB (Securities Helpdesk?). They'll jump on them.

Don't know about official paperwork/agreements though, someone else will.

One collection I do you get let in through the back way straight into the room where they all are. You get a cup of tea while they print out the Special Delivery manifest and seal the bag, then you go and load them all into the van and sign the sheet and drive back to the DO.

There's a safe behind there, but they're all friendly and none of them would ever accuse any of us of stealing.

You say that, but if thousands were to go missing, would their attitude remain the same?

I'd rather refuse to enter and keep out of the firing line.
