Whats phg meant to do if anything

What are the proper procedures for phg when a postman comes back with undelivered mail and have no more time to deliver it and the manager has already pissed off home.
(informing office that they could not complete) . Or is it just not the phg's bloody problem.

First you should have told your manager you wasn't going to complete as if you fail to do so , you leave yourself wide open to conduct. Second the phg at best would only report the returned mail to his manager , he has no managerial responsibilities.

And what if they dont have anyway of contacting a manager and didn't realize they would be late back until it was to late into the duty and had been told they will not be paid for working overtime so they could not work on to complete as they would not be getting paid , i guess the earliest opportunity would be when they return to the office ?Regardless if its nearer the end of the duty .

So if the phg knew there was mail not delivered in this scenario they should contact a manager? Or i guess the postman should make the call to management or something , but i thought they can just inform phg if management is not there

Find that hard to believe. Our manager told us to take the mail out with us incase an auditor would come in and see it lying on our bench undelivered.

As we no longer have PHGs and to all accounts and purposes they are the same grade as us, as you so eloquently put it "Or is it just not the phg's bloody problem". Unless there is a local procedure in place which is extremely unlikely - it has nothing to do with the PHG. There should however be a manager or "Person in Charge" present if there are more than 5 people on site - thats who they should have gone to.
