Who cares? Your paid from a starting time to a finishing time, work those hours and you'll be fine. Let the early starters, ones who don't take breaks, ones who dont use the proper equipment, those who cut corners and the managers worry about the lapsing.

If ur office come in early, don't take break, and finish early then u and ur colleagues will always be lapsing and quite rightly so, take ur break and finish in ur time, all else will fall into place, the early starters will keep getting a bit added to until they realise this,

the lapsing agreement only covers summer once over it should cease

Summer efficiency covers summer.
The absorbtion section of P&M2007 has no such seasonal limitations.
