They used to in ours, but not for a few years now.
It was because there was a PO a couple of doors away (officially).
Think the reality was someone was caught 're-allocating' some funds from surcharge cards.
But they were unable to prove who the culprit was (or knowing and covering it up
).

In our Callers offfice, people keep coming in and asking for stamps as PO is very far from sorting office.

I have basic First and Second stamps with me on a rural duty which occasionally is most helpful to the elderly and isolated.

Just books of 1st and 2nd class. 6 or 12.

I've done the odd collection when I have found money taped to the letter expecting me to put a stamp on it. I just put it in the bag and let the mail centre deal with it.
