If management had applied the P&M agreement to work all paid hours no-one would be going home early.
They didn't and the rest was human nature.

Much as we love moaning about the runners and those that cut the job up human nature being what it is means they will continue to do it despite this well meaning but ultimately useless twitter pic.
It will only stop when Royal Mail decide it will stop and the only way for that to happen is for the union at national level to force their hand probable by agreeing to some form of electronic monitoring of hours like clocking on/off.
If you really want to make a difference with regards to "doing the job properly" lobby your branch to put forward a proposal at conference and watch them duck for cover.

Would that really work, we have a scenario in our work where the drivers either on P/L or driver only duties sign in the van keys and PDA sometimes up to 2hrs before there finish time , even if you had to clock back in,it does not stop someone going elsewhere and turning up before clocking off time

It works very easily in many other industries where management are prepared to actually do something for their money.
They would need to monitor it,It isn't difficult but it requires a complete change in management philosophy,at the moment if Royal Mail operational management were to write a mission statement it would be...make a lot of noise doing as little as possible

Other industries deal with people slacking and sneaking back to clock off by monitoring them,disciplining them and if necessary sacking them.
That usually stops it.

Totally agree...

The problem areas are actually easy to address. And to be fair its not a 'management' issue. In that as a Manager in this organisation ; you don't have to deal with complex issues. You have simple issues which are simple to police. e.g.

D2D's : Hey ho. Insist on the 6th a day. And police that issue by basic checks.

Early finish: Come back early and Management should find you something to do. Very effing simple.

Ghost Overtime: Sorry , just don't condone it . (I have never done OT within my duty time. Why would I expect to. It's overtime (FFS)
(now you could debate the overtime rate)

Early starters: Keep the doors shut untl 10 mins before start time. If you cant do that then Management should stop people prepping before start time . (of course I know that RM don't actually want this to happen ; coz why would you as an employer not want to save hours)

ok guys/girls heres a probable scenario in the not too distant future:PDA's are a common tool when you have been thru Methods Revision, when you LOG on and LOG off is when you are paid for, so in simple terms there is the facility to electronically determine start/finish times already
