What is the procedure when using a HCT trolly is it lock it to a lamp post and lock it up when delivering mail or do you have to keep it with you at all times

You keep it with you at all times. It isn't a mobile pouch box.
You only chain it up and deliver by pouch where you have flats/terrain issues etc.
The time you can leave it ( 1 to 15 minutes) should be subject to a security review.
You don't ever leave your Specials in it.

in my office no trolleys being used rep and mgmt abusing h&s in order to get people to claim less ot
not applying ssow
anyone using trolley is deemed too slow or at it
only one person using trolley out of over 100 staff
planners routes being changed to accomodate return to carrying pouches
wich are way over 8 kg
absolute disgrace
and i challenge cwu at area level to sort it out and do the job properly

HCT should be used only within a mile radius of the office (pending geographical issues) that is start and finish within the mile radius for the more pushy of planners.

We have built in replenishment time in our bulk duties for the HCTs as they cannot get all the mail and packets into the HCT in one hit. Also lightens the load if pushing near to the mile mark to first delivery point and ensures the lead up to Christmas pressure is covered to a certain extent.

With our revision going in in 2011 we used the RM Delivery Equipment Selection Procedure (DM Units) 14th Sept 2009. Not sure if its been updated. That would cover the mile radius issue, however the replenishment is a common sense issue which you are going to hit over your DOMs head.
