Seniority can be used to pick duties in an office.
Nothing entitles you to have first pick every time for annual leave allocation. It specifically says in the Way Forward agreement that seniority cannot be used.
Everybody should have a fair chance over the years of getting the holiday slot they want.
This can be done in different ways.

I got "lumbered" with my leave being allocated during the school holidays.
I don't have kids, and I don't want to book my holidays when prices go through the roof............. the offer of swapping leave was very quickly snapped up by someone who does have kids and desperately wanted time off during the school holidays.
