Dear Colleague

Consultative Ballot - Policy of Non-co-operation
As part of the Consultative Ballot CWU members voted by 92% to support the policy of non-co-operation and this must now be enforced consistently in every workplace and across every Royal Mail function.
This means that until we reach an agreement that influences and covers all aspects of the company's future strategy and deals with all outstanding workplace issues, then the following must remain in place and be adhered to by all workplaces:

No unit should be supporting any further budget cuts, efficiency savings or revisions outside of the BT2012 programme, or any revisions/savings not covered by existing National Agreements.
Due to our concerns over the possibility of new networks being used for parcel and packet growth, we are not supporting any further Mail Centre or Regional Distribution Centre rationalisation.
Due to our concerns that the WCM National Agreement is being abused by Royal Mail, we are not supporting any further savings derived from WCM.
To implement the policy of non-co-operation, all workplaces should hold a meeting with the membership. If Royal Mail propose new budget cuts etc, a disagreement should be registered with the appropriate Royal Mail Manager, utilising the nationally agreed Industrial Relations Framework procedures.
If management ignore our agreed procedures, threaten or take Executive Action, then the workplace should request a local Industrial Action Ballot.
For the purpose of complete clarity we are not asking CWU members to take unofficial Industrial Action as part of this policy. The policy and the actions we require from members is a legitimate response to the lack of consultation from the company over their future plans and the potential impact of these on our members' jobs, terms and conditions. This policy is also featured in a direct communication to members' home addresses which arrives from tomorrow.
Please ensure that the content of this LTB is brought to the attention of all CWU members.
Any enquiries on the overall policy should be addressed to the DGS (P) Dept; specific functional enquiries should be addressed to the relevant National Officers.

does this inc the 9 rounds per week in each section , 4 sections walk lapseing , money saving , has the rep got to disagree with the management over this ?

I'll let Dingo say whether we should co-operate with it, however absorption/lapsing/collapsing was part of the Pay and Modernisation Agreement from 2007, the old "Work all your paid hours" clause. what they hardly ever mention is that lapsing can be used to free up holidays for us.

its no good telling members what we should be doing when theres no answers to this , will it be like the boycott of dsa ? is there anybody there comes to mind , gives us a clue.
