Post Offices used to be given a payment for accepting and segregating the blue pouches left by postmen at the end of their round.
It is mentioned in the Magna Carta - which is when the payment ended I believe.

It was when you ended your duty on your delivery and used a blue pouch to return your undelivered items.(As opposed to being returned to the office in a van).
If your final delivery point was further from your house than the office, you could claim a milage allowance for the difference.At our office we all had bus passes
so quite a few people were eligible. The management kept it very quiet and not many people knew about it. I found out and put in a claim which was back-dated
and ended up with about £600.
I told a couple of others who had been there a lot longer than me and they both got over £1000. They were very happy with me, the managers
were not! That must have been 13-14years ago.
