I may be reading the latest propaganda from RM wrongly but as I understood it they are saying that should any individual officer in a DO take IA before the xmas bonus/£300 sweetner is paid then that entire delivery office will forfeit the aforementioned bonus? Surely this must be inciting Bullying and Harassment? and can't be legal??

The way I read it you are correct. It is a threat; albeit with the usual carrot dangled.

So, if you take action and the rest of the office dont ; then you have cost X amount of people £300. .. So , no pressure there then.
