Dear Colleagues,

Door 2 Door - Unagreed Delivery Procedure

The Department has been in receipt of reports from various CWU Representatives that Royal Mail has introduced a procedure for the delivery of Door to Door items which is outside of the terms of the National Agreement BT2010.

For ease of reference the BT 2010 Agreement states the following:

“Whilst the planned workload will be spread across the 6 days, delivery employees will have the ability to manage the delivery of the items themselves on the proviso that all items are delivered within the week and the delivery specification is not affected”.

The reports received have indicated that the unagreed procedure requires our members to only deliver Door to Door items to address points where they have ‘live mail’ i.e. no ‘cold calling’. This is contrary to the National Agreement and has the potential to create more problems with the delivery of D2D items and other letters, and will impact on the IWT and any previous indoor revision planning, call rates, and outdoor workloads.

Bearing in mind Royal Mail’s so called commitment to quality and the growth of the product to increase revenue and protect jobs we don’t believe that this new unagreed procedure is compatible with that commitment or the following extract from the National Agreement BT2010.

“This move will enable the quality of service associated with Door to Door to be driven to 100% - which is crucial to building customer confidence”.

A meeting has been arranged with Royal Mail next Tuesday 16th July, where the CWU will be raising our concerns directly with them and MarketReach. In the meantime if Branches or Representatives become aware of any changes to the way Door to Door is dealt with as described above and/or outside of the National Agreement could you please inform the Outdoor Department as a matter of urgency, and before next Tuesday. A further LTB will be issued following next week’s meeting.

Is this the 1st of any communication on this since...
The issue has been brought to the attention of the Outdoor department who will be raising it with Royal Mail at national level and addressing it at a national joint working group coming up on the 2nd August.
Which was in 2012 when Teebs posted on the CWU FB page and the above was their answer?

management options re D2Ds have been identified, discussed and dismissed in our section and will continue to be resisted as I can't see any benefit to our members at all in management's proposals!

so i have to drive a mile up some farmers drive to stuff a d2d thru his letterbox then drive another mile down the drive when i could just leave it in my frame and deliver with proper mail at first opportunity saving time,diesel and wear and tear on the van :thumbdown stuff that

D2D is proper mail which the customer has paid to have delivered within a particular time frame in order to optimise sales opportunities. These sales provide work and pay for countless thousands of employees, and therefore we should be doing the job correctly and not dismissing this mail as junk. If our jobs depended on the company having to direct mail in order to create the business, we may look upon the fliers or leaflets whichever you want to call them, in a different light.

we have been instructed by our union to prep certain sections on the frame per day ie 1 st 4 sections mon then next 4 sections tues etc and also to leave one section for sat door 2 doors is this correct way or is this just our unit this is for town walks

Rurals have always been exempt from cold calling with D2D.

What this is genuinely about is lapsing.

Management have been using an unagreed tool called Automus? or something like that to calculate call rates using the outputs from the sequenced mail.

DSM are now tasking Doms to build their lapsing plans using these call rates to determine opportunities to absorb.

The obvious flaws in this tool are that although it can accurately tell you exactly how many doors you are going to if all you delivered was the sequenced mail,It does not include manual mail,packets and obviously cold calling with D2D.

That is why management are doing this...

I don't really understand why Rurals are exempt from going to a call with no mail. Surely, if RM want it done on a day by day / section by section basis , then if that makes the round go over... Then whose problem is it?

Maybe I just get more frusstrated as I get older. Doing a sixth a day to me is a non issue.. 'Cold calling' is a non issue. It's part of the job/workload. If it affects my finish time then a decision has to be made. And that decision is not difficult

RM don't necessarily want it done in the same way on rurals. It'd be counter-productive. The agreements on D2D's do have exceptions for unforeseen or difficult circumstances.

I may be mistaken but this can be extended to any awkward or difficult individual call, regardless of whether the duty is a rural or not so long as it's agreed between the OPG and manager and the item is eventually delivered within the timescale of the contract.

What is the beef with D2Ds? Are we still having to deliver excess on Saturdays to houses that have already had it? My rep said it was still out for debate i.e. above his head like everything else seems to be. Any idea what the outcome is?

Whist i can agree that it could be counter productive. It still does not change the basic principle. In RM's terms...'do a sixth a day'. No problem.. just do them.

Again i will say.. that the OPG has a choice to make

Delivering surplus D2Ds which are out of date, and in some cases outside the target area would come under "Outside National Agreement" - point this LTB out to your rep and get in knocked on the head.

We keep having an argument with lino about when the D2D are prpped ?

I was led to believe in the agreement it is during prep,

our lino insists it is the first thing before sequenced mail, she is also trying to conduct code folks on this ,
