What happens if an individual goes sick before a fact find interview.
Does anything change ?

The obvious solution would be to try and rearrange the interview

I would wait and see what they come up with, they will ask if he is still able to attend and if not and if they can't reach an agreement on a way to resolve it with him and his rep then they will have to wait for his return to interview him.

They used it....or tried to....saying it was a usual technique by postmen who were "guilty"

one thing that can happen is that if individual does not have a fact finding interview due to illness, RM may continue the fact finding interview with other witnesses and then continue the conduct procedure if they believe they have enough information to warrant a successful charge against the individual and the individual may even be dismissed if the charge is serious enough,
basically going sick for a year doesnt stop any conduct procedures if warranted
