I'm not sure it is a simple one. It can't be in the interests of management to enforce their use, otherwise they would. In our large office I don't know of anyone on park and loop using a trolley regularly. Walks have been modified by people so that they don't need to use trolleys, the perception being that it is more efficient to carry. The desire to get the job done on time and not cause waves by cutting off or going over outweighs the use of trolleys. We are shooting ourselves in our collective feet by doing this. 'RM' will not enforce the use of trolleys as, ironically, it probably is not as efficient in practice as it appears to be on paper and while the jobs is being done there is no need to enforce change.
It's not RM that will enforce the use of trolleys/proper procedures, it should be the Union or a collective choice by us. If everyone used them and operated properly the cracks in the theory would soon show up. Chances of getting everyone to work as we are meant to'? Not good I'd say, but don't injure yourself carrying, you won't have a leg to stand on, and don't whinge when we are expected to do more and more with less people and less time. We will have brought it upon ourselves.

I'd suggest that offices still to undergo revision do the job exactly as laid out right from the start. Do it in accordance with the procedures, use your trolleys, don't run and don't panic, if you can't complete on time start to cut off when you understand the walk and are comfortable with how long each part takes you. The numbers will tell the managers you should be able to do it in a certain time but it needs to be proved in practice. Don't bow to the pressure that will come. Don't start to cut corners by cutting down loops and carrying.

That's what we have done and it's too late now, the jobs are being completed doing it ways we have fallen into and management turn a blind eye to the fact that we are not using the correct procedures. Get it right from the start and you should get more assets not less, but you have to stick to your guns in an intelligent and united way.

Sorry, didn't mean to go on! The point is RM will be happy for us to continue ignoring the new methods for as long as we still get the job done. If they really didn't want us to carry they'd take the shoulder straps off the bags!!!!

I don't know whether it will go as far as "enforcing" but I think you'll find that RM will be encouraging the use of trolleys over the coming months.

As for taking straps off pouches - not going to happen until all revisions have been completed and even then some pouches will still have to be carried where trolleys cannot be used. In any case take of the proper straps and there's bound to be some bright sparks improvising their own.
