Letter to Branches No. 331/2013 WORKPLACE COACHES

Letter to Branches

No. 331/2013
Ref: 717.04 or 230
Date: 15th May 2013

To all: All CWU Area Representatives
Branch Secretaries
Divisional Representatives
Area Delivery Representatives

Dear Colleague

WORKPLACE COACHES

The Postal Department has received a number of enquiries regarding the recruitment of Workplace Coaches (WPC’s) with new roles and responsibilities that go way beyond those contained in the current National Agreement. What is also significant is the number of WPC’s being recruited, which is considerably higher than the existing levels.

Briefings for WPC’s have been held by Royal Mail with no CWU involvement, other than those CWU reps invited to attend. It is hard to imagine that this is a positive expression of our new relationship but it is never the less where we are.

Where invited we have asked CWU officials to attend the Workplace Coach briefings and report back to CWU HQ the content being discussed. At the moment reports indicate that management are generally staying within the bounds of the National Agreement but where variations have occurred they are making it clear that the new role for WPC’s is a draft proposal and has not been agreed with the CWU, even so this approach does not make sense as it is possible that a new agreement may vary to that which has been presented at some of these events.

However the position of CWU HQ is that until the current National Agreement is renegotiated no agreement or cooperation should be given to the introduction of new roles and responsibilities or recruitment of any additional WPC’s.

Any attempt by management to proceed with the introduction of WPC’s with new roles and responsibilities i.e. out with the current agreement, should be challenged via the IR Framework.

Please ensure that existing WPC’s and members including all CWU Representatives are fully briefed on the Unions position, and why a new agreement is required before any changes are introduced to ensure that the relationship between WPC’s and other CWU members is protected. It is essential that the trust and confidence other CWU members have in WPC’s is not lost as a consequence of their duties becoming more of a managerial/supervisory role.

Any enquiries in relation to this LTB should be addressed to: Bob Gibson’s Office, quoting reference 230 email: hnutley@cwu.org or Terry Pullinger, Assistant Secretary, e-mail: dwyatt@cwu.org or lwright@cwu.org quoting reference number: or 230 or 717.04

Yours sincerely Yours sincerely

Hi I just wondered where the union stands with members being world class mail pillar supports and pillar leads, there seems to be a few of these roles developing. I know it's not exactly a WPC but this could be seen in a similar way. Does this go against any agreements yet?
