Lapsing / Absorption – Conference Policy
.
Branches and Representatives will be aware that the department has been in talks with Royal Mail on what is deemed as ‘Fair and Manageable Workload’ within Deliveries.
.
These talks have yet to produce an agreed document, but one of the key factors within the document is how we deal with Lapsing and Absorption.
.
This year a motion was placed before Conference which instructed the Postal Executive to pursue a set of standards that need to be in place before any lapsing/absorption of duties takes place within Delivery Offices.
.
Below are some of the key aspects which must be adhered to:
.
Weekly Resourcing Meetings must take place each week
.
All staff sign on work to time (no early starters)
.
All staff have their Meal Relief
.
All staff are out on delivery to planned time
.
All staff return to the office
.
All staff use the correct delivery method equipment
.
All staff are correctly trained for all aspects of working in a Delivery Office

The only question I have is, how will this be enforced !

Everybody returns to the D.O.
Anyone finishing early gets extra work,If there is no extra work make them stand at their frame looking like a twat until finishing time.
If people still start early and skip their breaks seek immediate medical attention,they obviously need it.

I'm with you on all that, but how will it be enforced. We can't get people to do things properly now and as you, me and every other rep have said over and over till were blue in the face, if you don't it will mean jobs go and rounds will get bigger.
The only way that i can see this being enforced is if management are the enforcers and i can't see that happening can you.

Yes.
Royal Mail senior management are obsessed with measurement.
The entire ethos of WCM which they have shovelled a huge chunk of money at is measurement.
How can you measure indoor performance if you don't know when someone starts.
How can you measure indoor performance if you don't know whether they have had their break.
How can you measure outdoor performance if you don't know when someone finishes.
How can you know when someone finishes if they don't return to the office.

Also if we withdraw from lapsing/aborption they will s**t themselves.

I dont think EVERY rep has said it till their blue in the face.
To enforce it seems quite easy to me or maybe Im missing something,If theres a resourcing meeting every friday then lapsing /absorption has to be agreed,if staff are coming in early ,skipping their break etc then dont agree to any absorption until it stops.

HQ now has a list of e-mail addresses for 5 members in each office for the privatisation updates,this gives HQ the opportunity to contact these members directly to confirm if this is being dealt with in their office...but i get the feeling the whole thing is just one of those conference moments but I hope I'm wrong.

So you say to the Manager that the tools say there is no time to lapse,then the Manager says people come back early,and they do. You say yes but that's because they are not taking their meal relief and are coming in early.
And what will the Manager say, That has nothing to do with me I never asked them to,It was their choice,their paid till ....so they have time to lapse.
It's easy to say to a Manager that there's no time but if people come back early ( As they did in my office ) what argument do you then have to say No to lapsing.

Talked to one of the Area Reps about this and he said that he can't see it happening without a ballot.He also said that if if he tells people to not do any lapsing because that is HQ's position from the 13th who will carry the can if someone is conducted, or if RM withhold pay and only pay for the hours worked.He reckons that there might be a case to claim against the CWU as you were following the Area Reps advice.

exactly it would get messy-either HQ back it up or its a conference moment.News that Bob Gibson has added another level of time and motion to IWT would suggest the latter.Theres only one place where they can clear the matter up but the peek a boo CWU kinda pass the buck on these sort of issues.

If it's a "conference moment" the next question is why bother with conference?
If HQ want to pick and choose what motions to support they might as well just make s**t up and do their own thing.
I thought conference was the democratic voice of the union.
If it is and HQ aren't listening one of them should go. :cuppa

exactly,they do occasionally do their own thing,not having a go at conference-making clear straightforward agreements was also passed at conference but either we stop absorption in deliveries after may the 13th or we dont and what exactly is to be expected by the members? theres only a week to go and my AR not sure either.

But what happens when the next day comes and the foreman has ordered 750 bricks and tells the brick layer he has to work to his time and get all 750 laid in a day, and then tells the ones who were not able to lay the 500 that their performance is not up to expected standards. Will they feel under pressure to come in and start early or work over, i wonder!
