Has anyone got anythoughts on one of the points below

If mail is left behind isn't it wilful delay.
Lapsing / Absorption – Conference Policy
Branches and Representatives will be aware that the department has been in talks with Royal Mail on what is deemed as ‘Fair and Manageable Workload’ within Deliveries.
These talks have yet to produce an agreed document, but one of the key factors within the document is how we deal with Lapsing and Absorption.
This year a motion was placed before Conference which instructed the Postal Executive to pursue a set of standards that need to be in place before any lapsing/absorption of duties takes place within Delivery Offices. Below are some of the key aspects which must be adhered to:

All staff sign on work to time (no early starters)
All staff have their Meal Relief
All staff are out on delivery to planned time
All staff return to the office
All staff use the correct delivery method equipment

Good luck with trying to achieve this! Too many ppl selfish, & singleminded, i know because i've pretty much been a loner in this battle at our D.O. since last Aug without success, just seen as some kind of trouble causer just because you want to do the job correctly. There are just too many flyers who just don't care what damage this is causing in the long term and giving false impression.of what can/can't be manageable. The only way i can see of stopping this, is by using clocking in/out machines. :arrrghh

You could try getting a local agreement stating that start times are moved back one hour (e.g. from 6.15am to 5.15am) as management have no problem with staff starting an hour early. If they say 'no' then insist on the doors being locked until 15 minutes prior to start time. If they say 'no' again, invoke IR Framework and see what happens when the DSM finds the problem on his desk.

I have the same , I had one member who has 35 years service tell me the other day he comes in 15 minutes early or he can't complete then the h & s rep telling me he never took any meal break cos he felt pressured.
I agree I think clocking in would benefit.
The problem with keeping door locked is we have different start times from 6am to 8am.

Whose going to monitor it? Is it up to the rep to point out members who come in early, don't take breaks or don't use the correct equipment? Not sure the rep would be rep for very long if they did. So its up to the managers on the floor to monitor it. Ha ha, no chance. They love the ones who come in early as it makes their performance figure higher than it actually is (brownie points from the DSM for this), they love the ones who don't have breaks as it means less overtime and they love the ones who don't use the correct equipment as they get round really quick and don't claim overtime.

The way to stop members starting early is to remove the two things that cause it.
The carrot and the stick.
The stick is the bullying and intimidation that makes some members feel so insecure in their own performance and job security that they feel obliged to start early.
It is the responsibility of every member in the office to put a stop to this,not just the rep,if you see this happening and do nothing you are worse than an early starter.
Obviously the carrot is finishing early.
Everybody should return to the D.O. on completion.
Anybody who finishes early should be given more work,monday to saturday...no argument.

If the new PDAs do materialise in the end then RM could insist PDAs being returned to the DO at the end of the shift along with any 739'd items and anything else that you would normally return to the DO at the end of the shift.fishtank wrote:Obviously the carrot is finishing early.

The problem with these motions is that they are popular in a conference environment but they never get implemented. The sponsors of this motion had an intial policy of supporting 100 BSI revisions on the basis that they thought once there was a deal on the upper decile they would get more full time jobs needless to say the union never agreed upper decile.
Royal mails agenda has moved on indivdual performance standards which makes early start time ilrelvant and they want total flexibility ie movement of anyone on a duty !!

Ive asked managment on many occasions why dont they bring in clock in /clock out cards they said the union wont allow them

The movement of anyone on a duty is not that big an issue because most ops managers know that moving people around just reduces EP and increases complaints.
It's a senior manager wet dream that doesn't work in practice.

Fish it is quire simple Royal Mail want to introduce indivdual performance standards based on 100 BSI , so they can bully people into working faster. It makes no difference if someone starts before or after their start time they will have to achieve the level of the performance required.
In terms of flexibility mark Higson had previously committed no one would be taken off their futy to create absorption Royal Mail now want every duty to be flexible and duty holders to be moved as required.

The same problem would occur that already occurs with trying to measure office performance with early starters...you would get a useless false figure.
To measure anything accurately you need to know exactly when they start the work and exactly when they finish the work.
This already happens in some offices but it doesn't mean that every duty holder is going to be moved around,In most offices there are enough duties vacant or with reserves covering annual leave to more than cover any possible lapsing.In terms of flexibility mark Higson had previously committed no one would be taken off their duty to create absorption Royal Mail now want every duty to be flexible and duty holders to be moved as required.
