i am on a 2 year suspended ,, this was brought about by a manager that has been after me for years ,, this was the 3rd time he has had me up for dismissal and failed
i went in this morning and was invited in for a fact finding interview about mail that had been left unendorsed in our returns frame on saturday ,, i was shown the mail
and asked to explain my actions ,, why was there mail there, why wasn't it endorsed etc... blah ! blah ! blah !
when i pointed out that my day off last week was saturday and i wasn't even working that day ,, no apology ,, nothing
in his haste to pin something on me he hadn't even checked what my day off was
could this be constituted as harassment

It obviously is going by what you have posted.
But no way would it stick if you raised a grievance.
Would be interesting for you to know if the person responsible was invited to a fact finding.
If not you would have more of a case.
But unless the manager is incredibly stupid or is on the wanted list by higher up, I cannot see anything good for you coming from this.
Keep your nose clean & wait for something with a better %.

he had the postie that was covering the duty into the office ,, but he was only in for about 2 minutes ,, and all he got was a ,please remember to do this in future talk ,, not what he had in mind for me

Diarise your opinions as well, it shows your state of mind and Bullying and harassment by definition has an effect on that as well.

Maybe this particular `incident` is a one off but the OP states that the guy in question has been after him for years and has tried 3 times before to get him dismissed ,seems like Harassment/victimization to me.
But yes diarise everything as the guy is obviously a sociopathic w****r.

i now refuse to speak to him without a witness ,, and he has been put out of our office at least twice before on "special projects " when he has went too far with his behaviour ,, but he keeps returning ,, no other office in the area will take him ,, i have heard that in another office he wound someone up so much the boy had to be dragged away from him ,, the boy got sacked ,,once he has you in his sights he never gives up ,, but im the thorn in his side because he has never managed to get rid of me yet

Agree with keep a diary, if you can build up a number of incidents like that, then you'd have a pretty good case.
