Rural deliveries - Any mail allowed in front of van

Can anyone tell me where I can get written confirmation of how much mail, if any, is allowed in the front of the van.
We were originally told that you were allowed to take the bundle of mail that you were working from into the front
and then we heard that IB had said that NO mail was allowed in front and had to be kept secure in the back.
It would be good to find out what is the correct method before our revision comes in.
Any help would be appreciated

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Security Agreement

Van Deliveries - summary of standards for safeguarding mail on delivery.

At all times Doors to load area locked shut.
Store value items in “Shrewsbury” box
(or similar) where available in load area,
larger items of high value behind box.
All mail in load area.
Park as close as reasonably possible to
delivery point, whilst complying with
statutory requirements.
Close and lock all doors
Remove ignition key and keep on
person.
Where road and traffic conditions
permit, keep to schedule route.

Royal Mail Internal Information
RM Security Rules for Drivers Procedure
Version 1.0 FINAL

Deliveries
a) Lock ALL Special Delivery items into the security box. If there is no security box, ensure
Special Delivery items are carried in the rear of the vehicle, just behind the partition, if fitted.
b) Load ALL mail into rear of vehicle and ensure the door is locked. (See also point ‘m’ below).
c) Keep to your scheduled route.
d) Only stop where you are required to do so to perform your duty. Be extremely wary of
accidents, broken-down vehicles, people trying to flag you down, etc. (See notes in “On The Road
– Security Of The Mail” section).
e) Park as close to your delivery point as possible and try to ensure that your vehicle is in sight
at all times.
f) Before getting out of your vehicle have a good look round for anything suspicious or unusual,
especially people loitering or sitting in parked cars, etc. Always ensure that no mail is left on view
when you are away from the vehicle, this is a temptation to the opportunist thief.
g) If you are uncertain remain in your vehicle for a minute or two. If you are concerned lock
doors and close windows. If there is no change or if someone approaches you, drive round the
block and review the situation when you return.
h) On leaving your vehicle the passenger window must remain closed. Wherever practical the
drivers window should be closed. It is accepted that the drivers’ window may be left partially
open to allow for ventilation. Ensure that passenger and driver doors are locked - also, set
alarms where fitted.
Note: where a window is left partially open it is the drivers’ responsibility to ensure that
unauthorised access to street furniture keys or scanning devices is prevented.
i) Vehicle keys should remain with the driver at all times
j) Before opening the rear door, check again to see if there is anything suspicious.
k) It is advisable to use a delivery pouch to carry mail to the delivery point.
l) Special Delivery items must always be carried in a delivery pouch or inside a
mailbag. If you need to make a number of trips to the delivery point, the Special Delivery items
should be delivered first.
m) Do not drive with mail on dashboard or in containers on passenger seat. Ordinary mail for
immediate delivery may be stored in passenger footwell but SD items must always be in the
rear of the vehicle, as per point (a). No mail is to be left unattended in the front of a vehicle

Does anybody know if the situation has changed regarding mail in the front of van on rural turns as I am due to go out with a planner tomorrow to 'test' a rural duty. They have told me that a pouch called the MV44 SEAT POUCH can be used for singleton rural deliveries as they believe it speeds up delivery.

I simply want to know if this 'seat pouch' which is supposed to be hooked on to the back of the seat has been agreed by the union.

The security position is that the only mail allowed in the front is your active delivery bundle which must go with you when you leave the vehicle.
This used to be kept in the foot well of the passenger side so you didn't get clobbered with it during an accident but now it has it's own special seat pouch.
Under no circumstance should any mail be left in the front of the van unattended,pouch or no pouch.

Don't know about the rest of you, but in my office all drivers had just had to sign up to the security rules again, which appear to have been rewritten. It states not to leave anything in the front and all mail and equipment must be in load area. Get the feeling that this paperwork will be used to thin out the ranks at some point.
