MTSF Question

Can somebody give me an answer ?

I have recently transferred from outer London to national pay rate under MTSF, my new office has an RRIS payment of about £22 a week, I have been told that I am not entitled to this as my basic pay is protected and greater than my collegues but RRIS is a pensionable allowance and nothing to do with basic pay

Anyone know the correct answer, I think I should get it...

RRis was a supplement to basic pay introduced after the Dras dispute in 1988. All offices in London also had RRis payments outer London was £16:31. In 2003 we did a deal that incorporated it into basic pay.

You have transferred to a national rate of office and keep you outer London money and you should have received £3500 lump sum. You are not entitled to the RRis payment until the national rate catches up to your outer London pay level. Once it does you will also receive the RRis payment.

Until the national rate catches up to your outer London level you will also not recieve pay rises hence the lump sum you received.

You are correct that I received £3500 when I moved but RRIs is not incorporated into basic pay it is clearly shown on a wage slip as a pensionable allowance just above my shift allowance, surely if I can earn a shift allowance at the new office then I should obtain rris payments, after all a transfer under mtsf is not classed as a voluntary transfer there wasn't enough jobs at my original office and after a preference exercise a number of us moved to national pay rate

Should I not receive the same allowances as my fellow worker are receiving ?

You are already.
RRIS was consolidated into basic pensionable pay for both Inner and Outer London with the Pay&Major Change Agreement in 2003.
You are in effect already receiving an RRIS payment,you cannot receive two RRIS payments.
As dingo points out until national rate reaches the level of your protected pay you won't be entitled to it.

So am I correct in saying RRis payments are not consolidated into National pay rate only inner and outer London ?

I have been receiving the payment as an allowance since my move last year, I even contacted wages to ask what it was was for and was told its because the new office is in a hard to recruit area and that I was entitled to it, now I have to pay back nearly £1000

RRIS and basic pay don't seem related if you look at a wage slip

It's very confusing

Yes.
It was part of the deal to resolve the dispute over London Weighting.
Because it was consolidated into basic pay it does not show up as a separate item on your pay slip.
The local RRIS that you have been receiving incorrectly is not consolidated and is therefore listed separately.

Thanks for your replays, I still think I'm being had over.

As a network driver I was led to believe all allowances ceased when we went onto monthly pay, except shift allowances

I thought this was national

I believe the payment I used to receive was called defn area, this was incorporated into my basic pay but never had a payment called RRIS before

Defined area is the same payment as RRIS , it was based on areas being both difficult to recruit and retain staff. In 2003 outer London staff were paid £16.31 defined area also known as RRIS. This was paid as a supplement to basic pay but never went up in line with pay rises. The deal on London Weighting put this all into your basic pay which was an outer London Pay Rate.

If you were a network driver and moved to a national rate area you would still receive your basic pay based on outer London not many industries have similar deals on relocation. When the national rate increases to your outer London level you will then receive the offices RRIS payment. Remember you are on pay protection and therefore not eligible to get RRIS on top.

Erm, it all sounds a bit fishy to me, I spoke to the wages department when I first got the payment last year to find out what it was and they told me it was postcode specific if you work at X office then you receive the payment and remember asking to confirm and they did not only to me but several of my collegues

If rris is the same as defn why have different names for the same allowance ? It was never £20 a week then
