summer savings after revision

So my office went through the delivery methods revision last summer and it didnt work out , surprise surprise!!
But in todays WTL session we were informed that we're going to be pushed to probably lapse duties for summer savings and that we couldnt register a disagreement because of the flexibility agreement. This sounds dodgy to me as I was under the impression that once delivery methods had been done we were already at the limit. Your assistance would be appreciated.

Your ability to lapse after a revision would depend on what you used as a model week.
The higher the traffic for the model week, the greater (on paper) opportunity to lapse when traffic is below model week.
The crap about the flexibility agreement is dodgy.

If the traffic isn't below model week you shouldn't be lapsing but make sure members aren't creating opportunities themselves by starting early and skipping breaks...and if they are...tough s**t basically.
