Are there any restrictions on the levels of management that can issue stage warnings ie can assistant doms without any training issue them?

No they can't they need to go on a course before they can issue them, BUT I wouldn't complain as its great grounds for appealing stages at a later date if required, ie can't stage 3 me as the stage 1 was done by someone with no training is almost a dead cert for an appeal!

that will be the course my line manager went on when he was found guilty of harrassing me
he had to tick a few boxes online questionaire and punishment served
absolute fcukin joke

Substantive managers only I believe, acting managers/assistant DOM (not even a management role) don't have authority as far as I'm aware. I may be corrected.
