The only advice i can give is to contact the office you want to transfer to yourself and find out if there are vacancies,if so you can discuss your hours with that manager.By all accounts its better than sitting around waiting for your dom to sort a transfer for you.

I would say this is good advice as the direct approach is normally the best

That's not accidental. They're trying to cut hours any way they can, and if they can get a transferring postie to accept a reduced amount, it's free, and saves. It'll be a company wide policy. When we asked about buy downs in the last revision, staff were told that they weren't available, but reduced contracts could be arranged as 'a favour'.

I have been refused a transfer to a office were the manager has a job available for me at this momment and time,my current manager says he cant let me go because he doesnt have enough vacancies am on 35hour willing to go down to a 30 hour contract.Just worried the office i want to move to will fill that vacancy and not been told how long it will be before my current office lets me go should i involve my union rep?

Yes involve your Rep. I may be wrong, but I believe that your current manager can only block a transfer for up to 28 days on grounds of Operational Necessity, but I think that's after you have been given the other job.
He/she may say they are short staffed, but that is no reason to not sort the transfer and make sure the job is yours to go to, nor is it your problem. It may also be a good idea if you can make them aware if the transfer is needed for personal reasons, i.e. you need to be closer to home/kids school etc., as you are having problems currently that could be solved by said transfer.
Have you already spoken to the manager/DOM at the office you wish to go to? If not, it may be a good idea, as he/she will push from their side as they won't want to continue being understaffed.
