Delivering Safely Training Project:

This LTB is to provide details of the above project further to the progress reports to Branch ASRs given at Regional H&S Forums on this project.

Royal Mail and the CWU have worked jointly to develop the "Delivering Safely" training package. It covers all aspects of delivery work, the common hazards and risks encountered. The training has been aimed around tackling some of the areas of highest risk out on delivery and takes into account new delivery methods. 

The training re-enforces the need to report hazards and will encourage people to report hazards and work in a safe way .The learning is aimed at making sure our members are aware  of common hazards, and have both the knowledge and ability to make good decisions in identifying and avoiding risks whilst on their delivery round. An aim of the programme will include both the completion of more Walk Hazard Cards, and the introduction of controls for the hazards which in turn will hopefully lead to reduced accidents. The training introduces 'Dynamic Risk Assessment' to learners in 3 simple steps:

1.       Looking ahead
2.       Considering the risk
3.       Deciding what’s safe to do
 
A number of Area Safety Representatives were involved in the development of the training package and I would like to thank them for their valued involvement, input and comments during the development stages (Tony Hayes(SN), Paul Fenton(DA/BR), Iain Spence(E), Peter Clements(HA/UX). A lot of time and effort went into producing the final 'Delivery Safely' Training Package, developing and reviewing the training modules and materials at the various stages in order to get it right. Changes were made until all were satisfied.

The CWU Health, Safety & Environment Department have been working with the Royal Mail Group Central Safety, Health and Wellbeing team and the Royal Mail Ops Safety Director and his team, plus Royal Mail Learning Services and the Purple Media Production Company. We are collectively satisfied with the approach to the project and final outcome.

The Delivering Safely Project has full ASR/WSR involvement and support and it's also agreed that the involvement in the pilot offices is very important in making this project a success. Pilots in the regions have now commenced, with national rollout and communications due at the end of May after feedback has been received and acted upon. Gerry Teggart has agreed that the Regional teams/unions need to work together on the Pilot within the agreed Pilot Offices.  General materials to support this pilot have new been released by Project Manager, John Henry to the CWU head office and the Regional Safety Directors and their teams. Regions will be contacting relevant ASRs/WSRs to ensure they remain an integral part of this project. Should an ASR feel that other offices may benefit from involvement in this pilot they can discuss any local changes with the Regional Safety Team.

This is a completely a new type e-learning, training package based on a supportive, corrective, 'Blame-Free' approach, concentrating on the high risk areas of delivery work where most accidents occur and it tries to win and retain the attention of our delivery members in a different way, with a little humour also in the video clips whilst not undermining the importance and serious messages it aims to convey to those being training, informed and instructed on safe working methods.

Each of the Regional Safety Directors and their Safety Teams are now liaising with their senior management team and CWU Area Safety Reps and arranging to go live in their pilot offices, ensuring we have a joined up approach.  The plan is to initially limit the pilot offices and keep to a small audience focussing of New Entrants and people who have been involved in an accident at work. 

Managers at each of the Pilot sites will be asked to complete a feedback form including any local CWU feedback before the end of April; (as attached) this and any additional CWU/Regional Safety Director feedback needs to be sent to the Project Manager, John Henry by the end of April. These details will be collated and any further changes will be made to the training process. Rollout, providing no major changes are required should commence with national communications including a Royal Mail/CWU joint statement at the end of May.

The overall aim of this training package is to provide support, coaching and encouragement to increase safety standards and understanding of safety risks and thereby protecting members and reducing accidents on delivery. The 80% pass level is a target pass level with the objective of identifying the areas in which the individual needs assistance and support to improve.
