When guys can't get jobs done, are they allowed to sit, watch and intimidate?

That's a stupid question from management that doesn't even warrant an answer.
So tell your members not to attempt to give one.
If they want to find out why a duty can't be completed point them in the direction of the delivery and let them find out.
There are no outdoor standards applicable to an individual member...end of argument.

So there are no outdoor standards an individual has to meet right, so what warrants a number of managers patrolling, sitting, watching and then making comments in the do?

Is that in writing anywhere on any agreement?

you and me both , i also get them watching me in their own cars when i am on delivery as well. luckly i dont stop for a cig and am quite happy to plod on so they have never been able to pull me up for any thing

Stop for a cig.( or a sarnie - choc bar - rest). It's part of your break (just make sure you deduct it). No problems
