TEAM NORTH

You will be aware from previous correspondence that we have been reviewing the return to sender
process to see if we could improve it both for our customers and our delivery colleagues.I can now
confirm we have completed this exercise and return to sender items will be in future returned sender
directly from the mail centre cutting out the unnecessary and wasteful circulation of these items back
via the delivery office.This improvement will simplify the prep for delivery colleagues as they will
no longer need to apply the P3960 sticker label nor blue circle the return address.For the majority of our
delivery people this only represents a few minutes a day but there are some routes which have higher
quantities of RTS items to deal with so this circulation change will be even more helpful for them.The
removal of this task will be beneficial to al our delivery colleagues.Our customers will a;so benefit as
they will receive their returned items at least a day or two earlier given that the items will no longer
circulate back via the delivery units for us to apply a sticker which simply repeats what the recipient
has already written on the envelope.

The change will be implemented on the 25thMarch giving us time to notify our bulk mail customers of
this change i.e. they should no longer expect to see P3690 stickers on items.

There will still be some occasions when delivery colleagues will still need to use the P3690 label to indicate
where mail has to be returned to sender for other reasons including refused,address inaccessible,no such
address etc However in comparison to those items which have been endorsed by customers as gone away
or return to sender,this is typically a very small number of items.

Delivery offices do not need to take any actions as the RTS mail will be intercepted and returned directly
from the Mail Centre.I would however be grateful if you could cascade this information to your DSM's and
DOM's so that they may brief all their people as I am sure they will welcome this change.

Drive down hours by dumbing down the job and not doing what "customers" are paying for!
A portion of revenue received is allocated to pay for dealing correctly with RTS mail, by going going down this route will the price of a stamp decrease?
We must presume monies saved will be directed straight into Moya's bank account, anything left over to pay for the anchor known as World Class Fails.

FOR URGENT AND IMMEDIATE CIRCULATION TO ALL UNITS AND DELIVERY/PROCESSING REPRESENTATIVES

Dear Colleagues,

Return to Sender Items (RTS)

A number of enquiries have been received in our respective Departments regarding changes to the circulation and handling arrangements of RTS items. In essence the Business have indicated their intention to remove the current RTS operation performed in Delivery Offices and reallocate this traffic stream and associated work to the parent Mailcentre. The planned introduction date for this change to take place is Monday 5th November 2012.

Branches/Representatives are requested to note that no discussions have taken place with either Department at CWU HQ regarding this initiative and the Business have been advised that until such a time as formal negotiations have taken place with the national Union and an acceptable agreement concluded, the Union will not support any changes to the current operation and handling arrangements for this traffic stream.

In addition the Business have also been informed that it is totally unacceptable to introduce any changes that will affect the terms and conditions of CWU members in Delivery Offices or Mailcentres without adhering to a proper timeline and the terms of the IR Framework agreement.

Branches/Representatives should make their respective Managers aware of the policy contained in this LTB and are instructed that should any attempts be made to introduce these un-agreed changes that they are appropriately challenged and the terms of the IR Framework applied and the status quo maintained.

If this goes ahead it will have an interesting side effect.
There will no longer be any way for posties to "self endorse" RTS items.
Not that you should and not that i can be arsed but every office has a few who stream out the "gone aways" before delivery.
We even have one in our office who gives the floater a list of them. :roll:

There may be trouble ahead...............and whilst there's customers and dead legs and empty houses too - lets face the music and dance.

Here's a scenario, Joe Bloggs moves into a house that has been empty for some time he turns up at the callers office with a carrier bag full of mail which he hasn't endorsed as gone away...........now do we send it to the mail centre with a label on saying gone away for the mail centre to endorse who are more than likely just going to bung it back in the system and then the merry go round starts, Joe Bloggs turns up at the callers office with a carrier .................you get the drift :cuppa

I think you will be instructed to inform the customer that he must endorse it and post it in a post box DV.
I think that's the only way it will work.

You may find that some of these posties will simply endorse mail themselves i.e pen through the address and write gone away on them,then send them to the mail centre.

And I wonder what exactly will entice Joe to endorse a shitload of mail - he should be told he'll be conduct coded if he doesn't comply - or he may just plonk them on the counter and say these aren't mine as he disappears through the door. On the old system the letter was endorsed with the return date, disposal and who signed it off under the present system the postie could just write on "Gone away" and bung any old letter in the post box for someone to dispose of as they think fit without knowing a blind thing about it. Yet another cost cutting exercise that is ill thought out. Someone needs to deal with it so why take it away from delivery and give it to mail centres other than remove indoor work to enable part time duties to flourish? Have the CWU agreed - probably "in principle" which means they have I suppose.

i'm sure my nice considerate DOM will find something else for me to do...i think he should bin off the cleaner although the toilets is a big no no! :no no

Its not clear if this is being implemented in TEAM NORTH first(gee team north :roll: ) and rolled out later.Also they say they dont expect a big impact and only 3 mins a day for most,well round that up to 10 mins a day multiply by number of duties and times 6 days a week and hey presto in an office of 100 a reality challenged manager thinks he can take 100 hours out and lapse a duty and absorb new builds.Let the bun fight begin
