Can you be both? not in my bloody opinion, i have one in my office at the moment, what's the official stance on this?

Wouldn't infiltration in order to create chaos within the management structure be rather pointless?

Conflict of interest surely. Get area rep onto it asap. We had a rep who wanted to be a planner as well as rep. No chance.

It's the members that choose the rep...or choose to get rid.

Acting managers do not have the authority to suspend members of staff.
The only authority they have is to go running to their superiors to tell tales.
Given that most of them are manager's pets before becoming acting managers this is not unknown territory to them.

Planners job is to get the best outcome for the business. Reps is to get the best outcome for members.

They may work together, but their goals are different if not mutually exclusive.

In my opinion you cannot be a Rep & an Acting Manager
