No can't see it happening not with the economic climate at the moment people can't afford to lose money by striking

As things stand they won't ballot for anything because the case hasn't been made to the membership yet.
Balloting now would be suicidal and HQ know it.

Long before any ballot there will be member's meetings and direct communications to your home address.
Whether they can engage the membership to such a degree that they can risk a ballot is debatable but you can be sure of one thing...they won't ballot unless they are very sure they can deliver a YES vote as a rejection would be catastrophic.
What might happen is that a few stronger areas will be expected to kick things off with the rest hopefully being dragged into a national conflict.

If there is no Industrial Action at all this year it will be because HQ didn't have the courage(or had the common sense not) to start something they couldn't finish.

No matter what happens if it ends in failure the membership will be blamed completely ignoring the fact that apathetic members are an inevitable by-product of poor organisation,negotiation and disengagement.

I'll vote Yes simply to support the union. That being said, if it's pitched as being over the 2013 pay rise, that's pretty weak. I remember back in the 90s that talks would stretch way past April and finally be resolved mid-Fall.
