Dear Colleague,

Un-agreed Indoor Workload Tool (IWT) v7.4

The Department is currently in talks with Royal Mail regarding changes to the Indoor Workload Tool (IWT) version 7.4 which are intended to lead to a revised version 8.0. However whilst these discussions have been taking place it has been brought to our attention that Royal Mail has released an unagreed version of IWT 7.4.

The unagreed version known as Management Model Week Traffic Tool (MMWTT) has removed the performance boxes from the summary sheet of the tool which would normally include the office’s agreed performance, and the tool has been defaulted to 100BSI.

This is a clear abrogation of the ‘BT2010 Agreement’ and ’Setting the Indoor Performance for Delivery Offices v2’ which state the following:

Ongoing maintenance and future developments of planning and measurement systems, and revision tools will involve the CWU through national consultation that will provide the opportunity for genuine input in advance of rollout – utilising workshops and meetings at the request of either party. BT2010

Once you have agreed the indoor performance for your office based on your model week it is important that this is maintained following deployment. The weekly resourcing meeting is an essential part of ensuring that the expected levels of performance are maintained. Setting Indoor Performance

This move on the part of Royal Mail can only be described as deceitful and a clear breach of both the above agreements. By imposing a default of 100BSI is removes any opportunity for the office to agree its performance.

If Branches and/or Representatives become aware of their unit(s) using this unagreed tool they should register disagreement using the IR framework, and also immediately withdraw from discussions until the tool is removed. The Outdoor Department and CWU Divisional Reps should also be made aware of its unagreed use ASAP. Representation is being made to Royal Mail and Branches will be updated accordingly.
