annual leave picking

can anybody tell me if there is a national agreement on picking annual leave ,we have a new manager in place and is wanting to change our system ,which at present is 4 blocks of 7 postmen picking annual leave on a rotating seniority basis ,its not great but we can work amongst ourselves to facilitate any member of staff ,the new line manager is going to impose a system where JUNE-JULY-AUGUST-SEPTEMBER ,is picked along the lines of i.e..I would be off the first two weeks of June this year ,last two weeks of june next year and so on ,can royal mail dictate when i take my annual leave ,and if there is an annual leave national agreement why werent the staff balloted on it

says

Royal Mail and CWU, locally, will agree their own annual leave selection procedures. This must conform to all the principles listed above.

So he can't change how you select leave according to the Way Forward, at least without your agreement. Get rep to put in a disagreement or contact the ADR.
