The Universal service obligation. Is an RM / Gov agreement which states that we should perform a daily delivery 6 days a week.

To be fair she's talking about minimum restrictions Ofcom should place on others who want to get involved in the End to End delivery game...

It is Ofcom’s duty to protect the Universal Service. The regulator agrees that unlimited direct delivery poses a risk to that service, but has not been clear as to what level of harm would trigger regulatory intervention. It is important that there is clarity for all participants so we can make the right decisions about the future of our business.

Our submission includes a number of steps we think Ofcom should take to protect the Universal Service. We want them to be clear that they will impose conditions to protect the Universal Service, like a requirement to deliver letters and parcels a minimum of four days per week to every delivery point in their geographic area of operation. We also expect them to state that they have the power to impose a requirement to cover rural and urban addresses and reach 80% of national coverage within five years

this post could very easily be misunderstood, in fact it sounds like you misunderstood what was written in the Courier today.
for those who missed it - in Moya's monthly page 2 motivation speech she briefly discussed the threat of direct competition (TNT Post etc),she outlined the proposals made to Ofcom which should help protect the USO and RM which included requiring the competition to deliver 4 days a week minimum (not reduce what we do to a 4 day week), as well as having to cover at least 80% of the nation within 5 years.
