Transfer problem

Hi, just after any info. I applied to transfer office September's last year and the dom at the office I wanted to move to put in a request to my current do he agreed to let me go when he had enough staff in. Basically I am still waiting to move and now he has just disappeared and isn't coming back. Few questions.

1. Is there a maximum amount of time my dom can hold up my transfer?

2. Can my new dom when he arrives stop my transfer from going through?

PLUS any other advice would be great. Cheers

Transfers can take forever but if it was all signed off the evr should have been done did you get anything signed by your dom at the time.
