CWU & Royal Mail Joint Delivery Revisions Workshop and Delivery Simulator

Further to LTB 874/12 issued on the 22nd November 2012 discussions with Royal Mail have continued in order to bring the ‘Simulator’ closer to current national agreements, Joint Statements and guidelines. Branches should also recognise that we have also jointly developed and recently agreed a Joint Delivery Revisions Workshop for DOMs and CWU Reps to assist them in the revision process.

The ‘Simulator’ whilst not strictly in line with our agreements is deemed suitable for our CWU Representatives to attend bearing in mind that it is the words contained in the national agreements, Joint Statements and guidelines that hold the field in all instances. Included in the ‘Simulator’ training there is a session titled “Managing Attendance Calls is Vital!” on page 21 of the personal jotter. This is not an agreed chart and is included as a simple illustration and rough guide to the impact attendance calls can have on the time required on delivery.

However the ‘Simulator’ whilst not as detailed and in depth as the Joint Delivery Workshop does provide an overview that in most instances supports the Joint Workshop and we are therefore lifting the embargo on Reps attending the ‘Simulator’.

A national Joint Statement covering the Joint Delivery Revision Workshop and Delivery Simulator is attached to this LTB and the appropriate CWU Representatives should liaise with the Royal Mail managers to ensure that the release is being provided and arrangements put in place for CWU Representatives to attend both sets of training with their Delivery Office Managers.

Joint Statement from Royal Mail and the CWU on the Delivery Revisions Workshop and Delivery Simulator


The CWU and Royal Mail have been working together to develop two joint delivery revision training packages, known as the Delivery Revisions Workshop and Delivery Simulator.

The Delivery Revisions Workshop is focused on DOMs and Unit Reps and is aimed at offices that have not yet commenced the 6 phase process. It is activity based and incorporates all aspects of the 6 phase revision process and the tools, documents and guidelines that support it. The facilitators of this workshop have now been trained to deliver, day 1 of module one, with further training on day 2 and module 2 being scheduled in the New Year.

The Delivery Simulator is designed for DOMs, Delivery Line Managers and Unit Reps to understand the factors critical to the success of their Revision and how to effectively utilise their resource against changing work load. Given the practical nature of the work an approach has been developed that enables a ‘hands-on’ practical experience through simulated situations and challenges.

Royal Mail and CWU agree that the Delivery Revisions workshop and Delivery Simulator complement each other and enhance the learning achieved through both packages.

We are now in a position to begin a full national roll out of both these valuable joint training packages which will assist in the successful deployment of delivery revisions and the business transformation in delivery.

Delivery Directors, CWU Divisional Reps, Heads of Delivery Programme, DSM's and Area CWU Reps need to fully support both training programmes to make them a success. Royal Mail will ensure the appropriate release is made available for all participants to attend the courses together.

So on the one hand we have Bob touring the country slagging RM managers off for not sticking to agreements then we have a "simulator" built that teaches RM managers not to stick to agreements and Bob agrees to it even though it's not "not strictly in line with our agreements".

You really couldn't make that s**t up.

totally agree and to add insult to injury while one member could be sitting in a cosy simulator session another could be on the picket line in Bristol because Royal mail only wanted to get close to the agreement.

Quite agree,this sends out such a mixed message - the Simulator is not fit for purpose and all reps should contact Bob Gibsons office to say they will be boycotting the Simulator training until it does fall in line with All National Agreements, not "comes close". This has been the cause of all the issues with BT2010 in that Royal Mail pick and choose the bits they want and ignore the rest. What next, the Revision isn't in line with National Agreements but, it's close enough! Disgraceful !

Our revisions took place two years ago - so are we going to have another or is this yet another indication that BT2010 was a flawed agreement and that despite that it is almost 3 years there is still "ironing out" of the revision process...................what a crock of s**t this is. WTF is a Delivery Simulator - is it a bit like a rubber doll (hey not that I'm familiar with one) - I thought georoute was the ultimate delivery simulator made in Canada no less the home of our esteemed leader............pity it didn't work in the translation.
