yes if there is a vacancy, after all current ft have had a chance to select a duty.

Its for 2 reasons - under BT2010 no one can be compelled to sign a contract with less hours, or more hours than before a revision. Only if they volunteer to do so.

Therefore Royal Mail quite understandably say they won't pay a FT who is doing a PT role, unless they absolutely have to (ie no FT roles left). Because of that a FT with less seniority will have a pick before a PT with more if there are FT roles left.

No I may be wrong on this, but if there are no FT roles left then any FTimers left will default back to their normal seniority with the PTimers, but they will still be on a FT contract no matter what PT duty they pick. So in your case you would jump the FT and get your pick before them if there are no more FT roles left.

Senior PTimers would obviously chose in order any FT roles that remain unfulfilled.

If at FTimer volunteered to go down to PT hours either with a buy down or without, then they revert back to their place in the overall seniority list.
