Yip it does include the bundle in your hand.I presume some nice manager has asked you to remove a bundle from your bag before weighing it because he believes that you are actually not carrying the bundle in your hand and it its really floating or is made from anti-matter and in reality is carrying you,but of course he is wrong and you are carrying it so it is part of the 16kg weight.

Yes I did have a so called manager pull that one on me a long while ago and she got away with it. But today was really heavy so I'm going to start weighing my bags before I go out. Anything over 16Kgs for the first bag and 11Kgs for subsequent bags. Anything over that and I'm going to start throwing stuff back.

Honestly. It was that heavy today I thought I was going to injure myself.

16kg is the maximum and not a target to achieve , manual handling allows for capability and if for any reason (existing injury for example) you are unable to manage the maximum then it can be reduced to what is comfortable. Aids such as trolleys can be used to aid delivery and your walk can be risk assessed for this.
