lwt and steep inclines

Hello, wondering if anyone can help me with a bit of a dilemma i've been having with the duty i'm currently covering. The duty has a good few streets with steep inclines i don't believe an lwt is fit for the duty, (it's honestly playing hell with my wrists dragging one of them behind me up these streets) when the duty was being revised i raised the issue and was told i would be able to loop from the van. But i'm being told different things all the time like i HAVE to use an lwt or get into trouble etc etc.
is there any official documentation regarding using a lwt and streets with steep inclines? what procedures would have to be followed to prove i should/shouldn't be using one?

There is a document on here which for the life of me i can't find that mentions something about % of how steep a hill is ect.
Maybe this will jog someone's memory.
