HCT "using a bag on loops" RULE?
On my round I have a number of cul de sacs where I normally tie my HCT to the lamp post on the corner and walk the street with a bag, most I'll have in it is 1 1/2 bundles and a few packets. HCT is never out of sight for more than 10 minutes and its a safe area. Under the new rules is this still allowed?

Why would you want to carry a bag if you don't need to?

It should be borne in mind that these specifications are intended for use in an operational environment. As such there will undoubtedly be exceptional occasions when a degree of flex will be needed and a common sense approach called for. If this is the case then locally assessed measures will need to be formally documented to deal with that particular situation. However, any such measures implemented must be in line with the spirit of these specifications, must be within the boundaries of our general licence obligations and must not compromise our mail integrity licence obligation.
