annual leave 5th/6th week

Some people buy up to 5/6 weeks annual leave some get it by virtue of length of service. When the leave pick is done should those with 5/6 weeks by length of service get first pick?

First pick should be 3 weeks, second pick another week then it's a free-for-all for anyone who wants a fith or sixth week. At least that's what happens in my office!
