Joint Statement On Revisions LDC

Joint statement between the Delivery Director London and the London Divisional Reps on future revision activity and engagement.

At a meeting on Monday 12th November 2012 between the Delivery Director London and his team and the London Divisional Reps the following was agreed:


1. That both parties have an equal desire to improve relationships at all levels in line with Principles of the Business Transformation 2010 and beyond agreement. Both parties also recognise the need for regular meetings and to resolve issues as quickly as possible and prevent misunderstandings from occurring. It is jointly recognised that the Business Transformation 2010 agreement commits both parties to jointly increase efficiency whilst maintaining quality of service. Any detailed proposals on the above will be subject to the achieving agreement framework.

2. That the CWU will be able to have input into the Central London Programme of revisions including the £200 revisions. There will be a meeting held at divisional level including the area reps and DSM’s on this key issue within the next month.

3. It is acknowledged by both parties that Geo route will use default planning values to plot the walks and loops. However it is jointly recognised that then the manual adjustments are factored into the outdoor element. At phase 4 there will be a local discussion and negotiation on indoor performance improvements and duty structures, with the output of the agreed performance levels forming the basis of the duty structures.

4. Office start times continue to be modelled to meet the work plan and will be an output of the modelling within duty builder, with no pre-determined start times.

5. There will continue to be a local discussion and negotiation on indoor performance improvements and duty structures, the output of the agreed performance levels will form the basis of the duty structures with no pre determined level of improvement or BSI performance.

6. Delivery spans are optimised and modelled as an output from duty builder with no pre set duty span lengths.

7. All staff within each Unit will have the opportunity to vote on an attendance pattern option contained within the menu of options during the 6 step process and have the opportunity to select the best option that efficiently and effectively align hours to workload and provide opportunity in line with the BT2010 for Saturday off options.

8. It is jointly recognised that prior to any further lapsing of CSS machines, there will be a presentation to Area Reps from DSMs. This presentation will give information by MPU of the traffic levels per MPU, the Automis detail, local network services and the Call and Collect services.

The aim is to have this workshop by no later than 21st November.

The information will allow for an informed debate over resourcing meetings in the future. Royal Mail confirm that lapsing of a sequencing machine can only take place based on not worsening of the published local network or call and collect services to ensure that there is no deterioration in the published arrival time of work for a satellite office.

The area reps will meet with the DSMs on a monthly basis to review the overall Sector performance including Automis information and ensure that any lapsing of sequencing machines does not result in the worsening of quality of service in a delivery office.

Royal Mail confirm that any proposals to lapse a CSS machine must be in line with the full terms of the Pay and Modernisation Agreement and annex a and b. This will mean that there has to be a joint resourcing meeting 2 weeks prior to the absorption and that due to the fact that ceasing of a sequencing machine will have an impact on more than one unit then the DSM and Area Rep will be present at the normal MPU resourcing meeting to go through the detail.

In addition to the above to show openness and transparency with regard to CSS operations the Automis information will be shared and discussed on a monthly basis at Divisional level. This will illustrate traffic throughput per MPU, machine utilisation and the quality of the delivery units that the MPU serve.

Any permanent proposals to cease an MPU operation including where it has an impact on either the number of duties, attendance patterns or reduced the number of individuals needed to work on the CSS will be subject to achieving agreement framework.

9. Both parties recognise that the mandatory resourcing meetings are not taking place in all units. Both parties reconfirm their commitment to the Pay and Modernisation agreement.

Delivery Sector Managers and Area CWU Reps will be supplied with written outputs of the weekly resourcing meetings and will consider ways of improving the reliability and outputs of these meetings.

10. Royal Mail and the CWU are committed to the full principles of the ‘Stoke Agreement’. We will jointly ensure that any recruitment is entirely in line with the principles of the ‘Stoke Agreement’ and is reviewed regularly at Area and Divisional level.

11. Royal Mail confirms that they will conduct post implementation reviews (PIRs) in all units who have yet to have a PIR. The Delivery Sector Managers and Area Reps will oversee all reviews.

12. Both parties recognise that the growth in delivery points and change in traffic and workload which are occurring in London as a whole has to be taken into consideration and we continue to review these to meet the full terms of BT2010.

13. That all revisions will be in line with the 6 step process.

Royal Mail confirm that there will be a full strategic involvement meeting within 10 days of the signing of this agreement to discuss Royal Mail`s Delivery Strategy for London.

As a result of the above the London Divisional Reps will recommend the Area Reps re-engage with the revision process.

The signatories will jointly ensure that the issues contained within the Joint Statement are adhered to.

Joint statements that Royal Mail will cast to the wind the minute the signatories are out of the door. No mention of the simulator that RM are introducing instructing their managers to claw back unworked hours over weeks and months, all in contradiction of The Pay & Mod Agreement or the BT2010 Agreement. When can we expect the next joint statement trying to put to rights the above Joint Statement. One month, two months, who knows.

As a joint statement there's nothing wrong with it.
All it does is commit Royal Mail to following existing agreements.
That does beg the question though...if it's an agreement to follow existing agreements it's about as rock solid as a strawberry jelly...if they decide to ignore the agreement not to ignore the existing agreements they were ignoring. :neutral:

Lincox I think the difference in this case is that Royal Mail attempted to under the new regional Managment team , setting revisons at 100bsi , having only 0700 starts , Pre-determind delivery spans , unagreed lapsing of sequencing , no opportunity to have the menu of options.

The CWU in those divisons then shut up shop and despite their attempts to go local they failed to move on any revison activity some they need in order to be even more attractive to protential buyers. They then had to agree to honour the agreement. if they break this joint statement they will not have any revisons it's as simpy as that. Now maybe these same managers have been getting away with this in the other areas they have managed and those areas should have stood together as well.

We are holding a joint DSM and area reps briefing of the joint statement so there can be no misunderstandings. Area Reps and DSMs will also do this for DOMs and Local Reps.

Yes but behind your back Dingo, they are constantly ignoring and breaking the agreements, such as the simulator training. They will agree and make agreements face to face but if for some reason they have another agenda which could involve stopping a revision for their benefit, all of your joint statements mean diddly squat.

We will agree to disagree , having just completed the final phase of the mail centre closure in London in line with a Joint statement then I would disagree with you in the full knowledge that Royal Mail kept to the terms of that statement. Equally we agreed that all FTCs over 2 years would get a permanent job in a joint statement and they have done.

Not saying Royal Mail don't break agreements and joint statements but I believe if you play hard ball with them they will more often and not decide to keep to the Joint statement rather then see the union take a stand and stop either revison activity or their plans going forward.

Yours experience might be different from mine.

"Going local" is a favourite tactic and it works unless you have local reps prepared to toe the Branch/Union line and a Branch with a Stalinist grip on their units.

A lot of units (on the West Coast) have been weakened by not having access to Divi/Area reps, not knowing exactly what the party line is or what the ramifications of their local action will be.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

SO WHAT HAVE offices that have revisions set at 100% +
6.45 am starts(no earlier sats as agreed by dom to put in extra hrs to achieve this)
pre determined all town walks set at 4hr 15m min deliv span
dont know of css lapsing
limited menu of options where pt were shafted asked to accept 35hr contract and no sat off
performance team in on monday to see where we can improve and save hrs no cwu co-op
mgmt refusing to pay ot for extending citing weekly hourage ie easy tue etc
WHAT HAVE WE TO DO go to disagreement over agreement

we now have no xmas arrangements basically just extend no sa rates no extra hrs for sat

Hans, you know too well that you dont extend if you dont get paid overtime. All the while there is no overtime pay, work to your hours on a daily basis. They will soon change their tune when mail starts piling up. You have to call their bluff and ask them to put in writing that they are insisting on members rolling over hours from previous days. They wont, because they know they cant. It is not in any agreement.

We never got a say on attendance patterns. We had a rep supplied by our branch, because we were going through a transiton period between old and new rep. No extra weekends off, nothing. What a farce the union is.

If you knew about the attendance patterns and the opportunity for 1in4 Saturdays off, why didn't you say something to the rep, question his decisions, he/she must have got a mandate from the office?? The members have their part to play too!

another cop out from our leaders why not ask members what they want, not what hq tell them what they are getting
let the members decide which road to go put out a questionare to every member and feed off results
you know why the leadership would not go down that way they would have to act on the most disgruntled ,fed up ,harrassed and bullied workforce they have in their care

All he and the managers kept going on about were job losses if it was done any other way and the staff didn't question it. Useless.
