Voting on routes/repick question and seniority ft/pt

Ok

We are due a repick soon on our routes however we can't complete our duty builder until we know who picks what and whether they are ft or pt

Dom says I must nominate 10 rounds to be part time (shared vans) and decide whether I want pt with pt or ft with ft or a mix etc

I'm not comfy nominating deliveries as it limits staff as to what they can pick and in ways who they can work with.

Dom asking me to get a vote on the revision so we can move forward but how can we without knowing everything?!

Is it right also that of our 50 deliveries (town and rural) ten are held back for pt staff? So in essence some pt ers who aren't senior will have a dedicated duty and senior men will be day off covers or even spares...

How do I stand on all this?

If we had straight seniority repick on the 50 deliveries only 3 pt staff would have a duty , 3 would be day off cover and 4 would be spares.

Should I run two seniority lists or is Dom wrong

Since you have a thing for part timers I would suggest you nominate the real shitty deliveries in the office and make them pt - pt. Doesn't matter if the rounds are to big as they'll be bullied into doing free overtime.

The more senior full timers then pick from the rest of the better, easier rounds and work ft - ft

Since the whole point of the stoppage of revision activity was to force Royal Mail to adhere to existing agreements i would suggest you stick to existing agreements mandy.
Is there an existing agreement that specifically allows you to set aside duties for part timers or full timers?
Re-picks should comply with The Way Forward Agreement: Section 16 “Resourcing jobs during major change”.

If the delivery spans are the same, it is only the indoor element of the job that is different.
Why then would it be necessary to set aside delivery routes for p/t staff?
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

At a guess it's a money saver.
Having part-timers as reserves or rest day cover means they really should receive full-time hours when covering full time duties.
Of course the reality as you know is a little different.

In our office it was all done on seniority pure and simple. That being said, the part timers were all so low on the seniority list that all the walks had gone anyway! :roll:

Fish that agreement doesn't make sense to me any more and how do I interpret that and how do I explain that to Dom?

Obviously it depends on contracted hours and delivery spans ..... but if a p/t job is basically prep and delivery only, then it doesn't matter what duty they are covering. They just prep and deliver.
If they have the seniority to have their own walk they prep and deliver that walk.
If not, they prep and deliver whatever duty they are on.

Any problems they might encounter due to unfamiliarity with a frame or volumes of mail + D2D should be addressed at the Weekly Resourcing Meeting.
The repick is done on seniority with the obvious exceptions.

The easiest thing is to put the ball in his court.
Ask him,nicely of course and in writing to produce an existing agreement that allows you to go to your members with a proposal to set aside duties with respect to contracted hours.
Explain to him that if he is unable to do so you will either counter propose to move ahead with the repick based purely on seniority and the outdoor element of the duties or if he refuses,move to disagreement using the IR Framework.

Your's is the default position mandelson,if he wants you to move away from that it's up to him to come up with the justification to do so,not you.

But can he insist on a junior individual being a duty holder and a senior man being a spare purely due to being pt/ft

This is my only concern now.

A guy has came to me and said I will not have a duty however mr x who is not senior and p/t will be a duty holder due to 10 jobs being deemed part time

No.
The resign is done on seniority (with exceptions - DDA, skills )
For whatever reason he can't give a duty to a p/t ahead of a f/t if the p/t is less senior.

On receipt of replies from 3.3:
4.1 The Resourcing Unit Manager should allocate the duties by choice, in seniority order.
4.2 The only exception to this will be where it has been agreed that there are personal circumstances that need TO be taken into account (in accordance with the Way of Working Agreement, Section 16.4, third paragraph).
