Deliver as addressed and not to neighbour

Had a recorded delivery parcel today and someone had put on the parcel with a rubber stamp 'Deliver as addressed and not to a neighbour'
It had a paypal label on it so must have been seller on ebay.
Do you think I am right thinking that the sender has already had issues with this delivering to neighbours mullarky.
In the end of the day its the sender who is the customer and not the recipient.
Can a person who is sending an item Recorded Delivery insist on it being delivered as addressed??

Plus how does RM know who a parcel has been delivered to if they have a signiture and they have issues with a person who says they haven't received it or the sender says theres a signiture but the recipiant says he hasnt got it.
Apart from the docket left by the postman there is nothing on a PDA to say where it was delivered to if it was a neighbour.
I can see an almighty cockup at Xmas

As i do with every parcel unless a neighbour comes out requesting to take item. Whoever suggested that the practice of going chapping on neighbours doors and then having to go back to original door to card the item takes no longer is a moron!

Another thing that makes me laugh is Royal Mails directive to use your discretion. Now if you are not a regular on a delivery how are you meant to do that? Imagine the scenario - you chap a neighbours door he/ she answers but doesn't look trustworthy in your opinion - how are you going to get out of that situation? Eh sorry sir i was going to ask you to take this parcel for your neighbour but ehhhhh.... on second thoughts I wont bother.

Please note, senders of items will not be able to opt-out from Delivery to Neighbour.

Senders of mail are not able to opt out and request that their items are delivered to the intended recipient only. If the recipient is not at home for Recorded Signed For™ or for packages that are too large for the letterbox then these items will be delivered to their neighbour, unless the recipient or neighbour has opted out of Delivery to Neighbour.

However if they are sending any items Special Delivery™, via Do not Redirect or from overseas where a signature is required then they will not be delivered to a neighbour.

For any senders of items using Royal Mail Tracked® where a safeplace or designated neighbour has been selected, then these instructions will be followed. Citations (which carry the appropriate instruction on the envelope) sent from the Scottish Courts via Recorded Signed For™ are also excluded.

The delivered as addressed would have come from "additional message to seller" when you have paid for the item by PayPal.

Customers, ie senders of mail (the people PAYING royal mail to deliver their post) have no idea were it is going to end up! Unbelievable

we were told all signed fors are delivered as addressed, only items not having to be signed for can go to neighbours

But Royal Mail website and leaflets says Special Delivery and International Signed Fors are delivered as addressed but that does NOT apply to Recorded Signed Fors

I never take to a neighbor full stop unless its a relation. I wouldn't want my mail going to any of my neighbors at all.
This is what royal mail have not thought through, i am on rural deliveries, i go up a 1 mile lane with parcel, no one is in, i go back down lane try neighbor, no one is in either, even so i still have to back to the house to either leave a card to say that i have left a parcel in their neighbors or that im taking it back to office.
I done this once and it took 15 mins for nothing, if i have even 4 of these in one day there would be some complaints about overtime.
