Is 5:30 delivery span too BIG on RURALS ???

The Union should be agreeing with RM on a maximum delivery time on Rurals, 1st letter to last should not be over 5hrs like in our office, some over 5:30hr long. And that's using there tools and after Manual Intervention could add extra 15 or even -15mins give or take.

Example of a rural : 1st letter to last = 5:30
. Meal Break = 0:40
. Drive out = 0.15
. Drive back = 0.25
. OMV checks = 0:10

. TOTAL = 7:00 hrs Without IPS & Prep !!!
If this was used for revisions nobody would be on IPS, all rounds would be Prep & Deliver only ?
What about fatigue and high sick on these too long deliveries.

The 'Delivery Method Constraints on Span' states "Vehicle (Rural/Bulk)" 7.5 Hrs Max Delivery Span - so no argument.

what guidlines are there for hybrid duties which do a 6 hour rural + 2hour collection without returning to office. is this ok?
