World Class Mail (WCM) in Delivery - Addendum to Business Transformation and World Class Mail: A Joint Statement on Roll Out in Delivery Offices
Further to LTB 609/12 circulated to Branches on the 10th August 2012. The discussions with Royal Mail regarding the roll out/deployment of WCM in Delivery have been concluded and the agreement which was cleared by the Postal Executive on Tuesday 6th November is attached for your information.
The national agreement recognised that the approach to World Class Mail in delivery is different and would need to take account of the major Business Transformation Agreement revision activity that is still outstanding. That has been dealt with in the Addendum to the national agreement. The ongoing development and roll out of the World Class Mail programme for delivery has also been covered off in the Addendum.
The key aspect for the Union was to avoid any roll out/introduction of WCM during the revision process and this has been agreed and clearly defined in the addendum. This is despite Royal Mail stating in their 'Courier' WCM articles that WCM would be deployed with Methods revisions. This is now clearly not the case.
We have also linked the deployment of WCM in delivery to revision deployment and tied it into the weekly resourcing meeting to provide fresh impetus to these meetings taking place. Equally we have agreed that any centrally designed initiatives on new equipment, automation, technology and alterations to existing equipment in Delivery Offices will be dealt with via the Delivery Programme Group which means this will all be dealt with via the Department through our regular meetings with Royal Mail at National level. The addendum also ensures that there will be the full involvement of ADRs, ASRs and local Reps on an ongoing basis. All other aspects of the national agreement apply to delivery and both documents need to be read in conjunction with each other. It is important that our Representatives engage in the WCM activities to ensure that they are being applied in line with our national agreements and procedures and that WCM is not allowed to take precedence over any of them.

Addendum to Business Transformation and World Class Mail: A Joint Statement on Roll Out in Delivery Offices
Introduction
The following paragraphs are included in paragraph 7 of the July 2012 agreement on Business Transformation and World Class Mail.
It is recognised that the approach to World Class Mail in Delivery is different and will take into account the major Business Transformation Agreement revision activity that is outstanding.
The ongoing development and roll out of World Class Mail programme for delivery will be the subject of further discussions between the Delivery Director, Head of WCM Collections and Delivery and the appropriate CWU National Officer.
This addendum/joint statement fulfils this requirement and will apply in delivery offices in conjunction with the national agreement of July 2012. It will form the framework in which WCM will be deployed and operate within the delivery function and in line with existing national agreements and procedures.
Industrial Relations and WCM
A key aspect of WCM in Delivery is positive engagement between Royal Mail, CWU and employees. To support this approach and in line with Para 3 of the national agreement, the following measures will apply in Delivery:
• CWU Delivery and H&S reps will be provided with appropriate facility time to enable them to fully participate in WCM activities.
• Regular discussions between the Delivery office manager and CWU unit rep will take place to discuss WCM progress. To support and enable this WCM will form an additional agenda item at the mandatory weekly resourcing meeting.
• CWU Area Delivery and Area H&S Representatives will meet with the WCM Champion and DSM on a regular basis to discuss all WCM activity within their Delivery Sector(s).
• CWU Delivery Reps will be encouraged and provided with the opportunity to be directly involved in WCM initiatives. CWU H&S reps will be encouraged and provided with the opportunity involved in the safety pillar and will be invited to attend relevant WCM audits.
New Equipment
In line with Para 2 of the national agreement World Class Mail initiatives will be developed and implemented in a way that is consistent with current national agreements and processes applicable to delivery.
• All centrally designed initiatives on new equipment, automation, technology and alterations to existing equipment in delivery offices will be dealt with in line with existing agreed processes i.e. via the National Delivery Programme Group (DPG). Local initiatives being extended to other offices will be dealt with in the same way.
• Any local initiatives will have the full involvement of the CWU and must be fully safety compliant and deployed in line with national agreements.
• Where any of the above is deployed via the DPG, discussions regarding local deployment will then take place between CWU Area Delivery, Area H&S Representatives and the WCM Champion and DSM in all the affected delivery Sectors.
Deployment and Future Roll Out
Royal Mail and CWU will work together to deploy/implement WCM in delivery as soon as practicably possible in line with the obligations contained in the national agreements.

WCM in DOs............it's a load of bolloxs............no matter how we explained that these things wont work, they just went on with it
stupid half yorks to load your entire delivery on..........what genius thought that one up, just mean having a to go out to the van twice, once with your packets and then again with your mail and small packets.

The majority of the membership view WCM as a gravy train for the workshy as well as a continuing danger to jobs,terms and conditions.CWU H&S reps will be encouraged and provided with the opportunity involved in the safety pillar and will be invited to attend relevant WCM audits.
The union's answer is all aboard who's coming aboard and screw the members.
I'm sure it will be painted as an attempt to mitigate the worst of the Professor's excesses.
I'm equally sure that's not what it is and i'm 100% sure if the members see reps strolling about with clipboards doing nothing they will not feel that way and it will just add to that feeling of disengagement.
Is it the union's aim to get all of it's reps at every level onto full-time release guaranteeing self-interest from the bottom of this union to the top?
I'm a rep,i think WCM is pointless,expensive and a danger to both the company and the union.
Am i still expected to jump aboard?

Royal Mail intends to roll out WCM in Delivery during the timescale of the delivery transformation project....i.e before 2015.
Royal Mail will not introduce WCM to a particular office during the 6 phase process for a delivery revision.

I am totally against WCM due to the ideology behind it and it also costs a fortune.
But royal mail are steam rolling on with it,
So are we not better to get involved and fight it from within??
I do believe this will put rep's in very awkward position due to the s**t it produces and will be very unpopular with members, as most have only one objective and that is to get home regardless of every thing else and the job it costs along the way.

You are very naive if you believe that once on board the gravy train anyone will be interested in fighting it.
If Royal Mail thought for one minute that CWU reps were interested in infiltrating and delaying or destroying WCM you wouldn't be reading this Joint Statement.
It's a buy off and i'm not going to pretend to my members that it's anything else....you can if you like.

As I said, I would prefer if WCM was defeated. Royal mail are continuing to roll out WCM in deliveries regardless of what the CWU are saying, to me it is better having an input than sitting back and letting them get on with it, hopefully Higson will fall and WCM will then go the same way.
I do not believe that your office does not have members who are runners, who are killing the job, trying to hold on to things which are long gone.
These are causing members who try to do the job properly to be bullied by managers. I am here to represent any member of the CWU, it's just some are carrying on the course of destruction as it's all about them!!

WCM cannot be controlled,directed or steered by the union.
It doesn't work like that,it's structure using multiple pillars is designed to avoid too much influence from one single party.
I've seen WCM in action at various offices.
Other than waste money,what it does best of all is divide staff.
Those that love it will resent CWU involvement in their "baby" and fear losing control,those that hate WCM will resent CWU involvement as a sell out and start accusing the rep of avoiding work,it's lose/lose for the union at local level and at a time when disengagement and apathy are rife it's the very last thing the union should be involved in.
So...no,in this case it's not better to be "involved".

It's a mistake to simply lump them altogether as one.
I'm very uncomfortable with that statement,they may give managers extra ammunition but the two causes of bullying are a bully and nothing to stop the bully....end of story.These are causing members who try to do the job properly to be bullied by managers.
It's always bloody difficult but you'll make more of a difference listening to your members than you will listening to HQ.I'm on delivery, like my office members but i'm trying to make a difference! and at the present time it's bloody difficult!
I don't mean listening to the noisy members and the drum beaters because they seldom have anything to say,listen to the quiet members.
