The PEC has agreed the request for a Rule 13 ballot for Bedford.

I don't think it will be the same, the pec have agreed ballots almost every time someone requests last month 8 ballots were agreed a couple including the Rathbone place ballot got resolved.
There are more accounts from price Waterhouse studying the books to maximise the sell of the business then anything else. This is the cornerstone of Royal Mail's strategy and they need to get to a triple aaa rating and whilst mark Higson is attempting to get more savings the reality is that Moya and the government will not want singinficant industrial action stopping this plan over delivery revisions or bullying.
The national briefing and the unit rep road shows will be important tomorrow and in the next few weeks. Should be intresting few months.

The members....or to those attending?
For a union representing members in an industry on the brink of some of the most important and devastating changes ever seen the communication with members has been up to it's usual standard....non-existent.
What exactly is the big secret,why does it need a National Briefing followed by umpteen "roadshows" to convey information to the membership?
Let's be honest though,the plan isn't to inform the membership is it?
The plan is to promote a certain strategy to the divisional and area reps,get them to convince the local reps of the need to further promote that strategy and hope the local reps "direct" the members in the way HQ wants.
If anything the plan is to keep the membership in the dark as much as possible as was the case with the BT2010 roadshows.

The problem is we will be asked our opinions. Billy and Dave will inform Royal mail of what is really going on in delivery offices, bullying and harassment,non working revisions etc. Royal Mail will tell them a load of s**t do nothing and the circle will start again.
They are coming to take us away

Well I know a little more and I disagree with you , the point of the national briefing is that a policy which the PEC have agreed needs to be explained and debated by all the lead reprsentaives in the CWU. One of the key initiatives will protentially bring us into conflict of the law.
In addition the union has to now resolve the problems out in offices and to do this they have to not only explain the policy to local reps but listen to what is happening in offices. There was a meeting last night on delivery matters including the issue of absorption especially where Indivduals are taken off a duty to create absorption where Royal Mail senior Managment said this should not be happening , the union has asked for Branch's and offices to give specific offices where this is happening.
The Union will be communicating this to members and will be using The Electoral Reform Society to ballot the members over the direction the union intends to take. Therefore the campaign has to reach the members. What the policy well it concerns privitisation , competition , our postion on the USO and threat of bypass , the threat of an alternative cheaper workforce ro deliver the growth in packets and media items and what's happening in the field following 2 and half years of the Business Transformation.
By all means be sceptical but give your comments after you know the direction the union is proposing.

HQ has no idea how the membership feels about any of the issues on the table but has somehow managed to decide on a strategy to combat them with absolutely no input from those that will be most affected by them..
I suspect the most important factor and the driving force behind that strategy will be self preservation,if that actually translated as the preservation of the union as a strong industrial union capable of defending it's members i could see the logic in it but i suspect it's more to do with a different kind of self preservation...a very selfish self preservation.

What if the "lead representatives in the CWU" think the PEC is talking out of it's arse?
You know already what the PEC document contains,as do the rest of the lead representatives,all that's left is to get the Area Reps on board and decide how best to sell it to the local reps and members.

The trouble is Dingo, like you have said in the past, if the Branch is weak and does not support Reps then what is happening will continue.
I myself now sends incidents in my office straight to Bob Gibson and he then sends it up to Branch, "the circle". If I contacted Moyra regarding bullying in my office then she would contact the very people who are committing it, the circle begins again!

We've been down this route before.
Absorption is,in most part a red herring for members,you either have time to do it or you don't.
If you're being forced to do it when you don't have time that's not an absorption issue,it's a bullying issue.
If you're complaining that you have to do it when you do have time...you're wasting your breath and should spare a thought for members with real workload issues every day without absorption.
For a rep absorption is a more complicated resourcing issue but reps have channels to deal with these things.
Members in offices that have had delivery methods revisions are under far more pressure daily from the much vaunted "flexing up" model than they are from absorption.
