This is the outcome in the Anglia region following div rep meeting:

Subject: Anglia Divisional Committe Delivery Revision Policy

A meeting was held of Area Delivery Reps from within the Anglia Area on Monday 2nd October, at the meeting all area reps expressed their concerns over how Royal Mail is interpreting/approaching the delivery section of the BT 2010 agreement since the introduction of the new management structure earlier this year.

They voted unanimously to cease co-operation in any existing delivery revisions between phase zero to phase 3 until solutions can be found to the headline issues raised at the meeting.

Prior to the new management structure in Anglia we had an agreed process that supported the BT 2010 agreement in that the unit rep local Dom and/or planner agreed in principle the units revision. The said revision ratified by the postpersons working in the unit and signed off by the Area H & S Rep endorsing it is supported by a safe system of work and has been fully risk assessed.

Now however revisions must tick all the boxes in the 10 and or 15 Golden Rules and receive assent from the concurrence board, neither of which are contained in the national agreement.

These include a diktat on duty start times and longs and shorts we maintain both are determined by workload.

It must be noted the agreement allows a menu of options for both duty and attendance patterns which are severely compromised by later starts e.g. 7 am.

We met with Dennis Murphy, Alec Pybus and Steve Molloy in the hope of moving issues forward and whilst we made some progress with Dennis & Alec we failed to make progress in Essex Area in respect of a locally agreed revision that has been stopped as not meeting the Golden rules on start times or longs and shorts. In the RM/IG area a number of units are awaiting their lump sum payments for Walk Sequencing Revisions having in our opinion done what was required and followed the same process that proved successful in other parts of the division.

The director also stated he may as well go for the whole savings opportunity in offices not playing ball, as this opportunity is driven by an unagreed performance level of 100BSI, again not agreed with this trade union.

We have experienced unacceptable delays in units having the PIR as detailed in the agreement with some units waiting in excess of 60 weeks.

We also cannot accept predetermined delivery spans e.g in excess of 4 hours
There are allegations of Bullying & Harassment of members who fail to complete their deliveries to the point of being threatened with the conduct code.

In conclusion, the Anglia Divisional Committee is committed to the full terms of the national agreement but will not support any attempts by Royal Mail to modify, bend, reiterate or ignore the National Agreement.

We will raise the issues contained in this document at the National Delivery Focus Group on the 11th October.
