Family friendly question

Hello, when you apply for family friendly do you know if you are meant to give letter to the DOM or line manager?
As a fella at our office gave it to the DOM and he never got a reply, so the rep asked him about it and he said he didn't have to reply to it because it's meant to go to the line manager.
If it is true, how pathetic do you get that the DOM wouldn't pass it on to the line manager or at least explain to the worker that they should write a letter to the line manager.

You are supposed to give it to your immediate Line Manager.

But as they can vary from week to week, you know how they get "moved"

Cover all bases and give a copy to both DOM and Line Manager and a copy to the Local Rep.
